I'm not terribly familiar with the STOMP implementation, but I see several tests in {{org.apache.activemq.artemis.tests.integration.stomp.StompTest}} related to durable topic subscriptions (e.g. {{testDurableSubscriberWithReconnection()}}) which suggests it is supported.  Can you give that a look?
