[RELEASE] [REQUEST] Prepare for next release

Dear community,

I would like to call a start the release procedure on the 23rd of July.

That is just over a week away, so you have until then to merge in any
changes.

We've recently switched to a slightly different release procedure that
means that whatever is ready on the 23rd, we will ship. If there are
features, we will bump the minor version number and make a new release
branch for it. If there are no new features, we will merge it to the 1.3.x
line.

I have created a new wiki page that I'd like you all to review:

This is a massive WIP at the moment. So please suggest improvements, point
out errors, and so on.

Please, everyone, visit that page, and see how you can contribute. (Both in
terms of helping me get the release ready, and in terms of improving the
documentation. Specifically, Git commands that can be run to automate as
much of this as possible.)

If we are ready, I will call a vote on the 23rd of July.
