Review Comment:
Given that option names belong to a global namespace, this is likely to clash with user-defined options for pipelines using KafkaIO. I haven't checked, but I'm reasonably sure there are at least a few example pipelines where this happens to be the case.
If users intend to use separate brokers for runner infrastructure and broker for sources or sinks, then they would not be able to use the nice and generic shorthand name that's claimed in this interface.
Would it make sense to use a common prefix for the Kafka Streams runner options?

Checks are failing. Will not request review until checks are succeeding. If you'd like to override that behavior, comment `assign set of reviewers`

Review Comment:
I'd say this is a deeper question that might make sense to raise on the mailing list. The broader question would be - if there are conflicting PipelineOptions, should add a way to disambiguate it? I can imagine we would do it by some optional prefix annotation. E.g.
```java
@PipelineOptionsPrefix("user")
interface UserPipelineOptions extends PipelineOptions {
}
```
and then `--user:bootstrapServers=...`. But I would not try to solve this in this PR.
