new menu in 1.2, pages validate as xhtml 1.0 strict

i backported the css/xhtml menu from trunk and fixed a couple minor 
issues that stood in the way of successful validation against xhtml 1.0 
strict. tested in both ff and ie, including the utf-8 changes that make 
sure you don't get ?? everywhere.

please do a svn up and test..

cool, seems to work fine so far. Will do some more testing with other 
publications
next week.
