Veering off in a different direction, I had this exact problem (see thread Jetspeed 1.3a2 can't (won't?) see local-portlets.xreg). The problem, as I recall, turned out to be my attempt to create a portlet based on WebPagePortlet. I was passing in a querystring with an unencoded ''. When I changed that to '&', all of my portlets reappeared.
