#367: Improvements to responsive layout solution

 Notes on responsive GUI recently committed to trunk :

   - Mainnav disappeared . Is there any chance to get it back
     (e.g. button + drop-down menu) ?
   - For small resolutions I suggest to add a **tiny** padding-left
     in page body . For instance, I tried it with a wiki page and
     text is too close to the left border .
   - In some pages titles are rendered outside content div
     e.g. admin header .

 I'm running r1442618 atm

 UI design has always been the target for changes applied in theme plugin
 (even if not related to the look and feel) . In any case , it is a fact
 that this ticket is not related to the dashboard at all

 Hm, no I didn't, I only added the comment. Also, the owner was reset for
 some reason - looks like a bug. IIRC, I used the "Modify Ticket" ->
 "Update" flow, not the "Submit changes" one.

 I was just looking at something similar to this so I want to be careful
 not to duplicate work. I think that titles being misplaced is a long
 standing issue.

 I was thinking of getting the {{{<h1>Administration</h1>}} and the
 subtitle side by side (by putting it inside {{{DIV#tabs}}}) but the
 "Administration" turns out to be too long when taking responsive layout
 into account. If this is otherwise a viable solution, all I can think of
 at the moment is to shorten the title to "Admin" instead.

 Other alternatives might be to drop the subtitles or getting the title and
 subtitle inside the same but wider {{{DIV}}}.

 It's currently disabled for the phone resolutions, as the breadcrumb/nav
 combination hasn't been properly addressed yet. But yes, this should
 definitely be fixed.

 +1. Even though the page itself is mostly readable, it gives the
 impression that it's not. And the tiny padding should be considered on the
 right side as well.

 responsive layout on non-ticket pages.
