With my new setup, that can compile AOO versions from as early as July 2013, I
was able to do some testing:

Just before the AOO400 branch branched off from trunk, in commit
03ed95433005f61352f436f61b7df36670a4f063, on FreeBSD, the vertical resize arrow
doesn't appear, and dragging the horizontal separator causing smearing/smudging
across the table header.

Later versions behave the same.

So the regression must have occurred even earlier, before 10 July 2013.
