My notes from reading the guide:

>> "Only bits that are actually included in a distribution have any bearing on the content of NOTICE and LICENSE." 
Meaning that if we have tools which are only used by devs (IWYU), these to not need to be shipped in a release and therefore ignored in the license.

>> it is uncommon for a dependency to require additions to NOTICE
We probably need to move mentions of licenses from the NOTICE file to license summaries in the LICENSE file.

My notes from looking at Quickstep:
- We need to include the licenses of 3rd party libraries and other dependencies.
- We can remove copyright notices from the NOTICE once this is done
