The addition about Tool's {{-conf}} ability is a nice add, but I don't think we need to change the original Configuration code example from its documented system property inference. This protects it from future changes to filenames if ever made.

Can we just add the {{-conf}} tip with a hint that action.xml is the filename, as a separate paragraph targeting just Tool users?
