How to release a new version of weex-cli
Hi community,
In this pr[1], the big problem affecting debugging has been solved, and I want to release a new version for it.
There are two problems
1. Do I need to vote for the release of weex-cli?
2. In key management svn[2], no key for npm was found.

I already added the following accounts as admin of the npm package:
• cnryb
• yorkshen
FYI: I think Hanks just published the npm packages days ago

Weex-cli is still far from the documentation requirements. We need to become what the documentation requires.
But I don't think it is now.

If you want to start an apache release, you must follow the apache way to
start a vote.
However, if you just want to publish an npm package, maybe I can do it.

Hi,
The package on npm should be based on a voteed on release, so this should be done the Apache Way first, then released on npm. I'm concerned that the project has released software this way.
