[I] Feature request: install with winget and just a zip file [maven-mvnd]

   As a Java developer on windows  I would like to be able to install maven_mvnd using winget.
   Alternatively I want to be able to just download a zip file and have instructions on what to configure, just in case IT blocks winget or other install methods.

   @nicenemo if it can be automated, that's fine with me.  
   Would you like working on a PR somehow ?  It should ultimately add a step to https://github.com/apache/maven-mvnd/blob/master/build/release-publish.sh
