In order to scale the number of committers in the project, we proposed the concept of maintainers here:

To follow up on that proposal, we'll need some documentation to capture the concept of maintainers. Both how contributors can benefit from maintainer feedback and the expectations of "maintainer-ship".

In order to not enforce an excessive amount of process, maintainers will initially only serve as an encouraged means to help contributors find reviewers and get meaningful feedback.
