cant access tomcat admin utility

Hi

I have a user defined as admin having admin, manager roles. I can 
access the tomcat - manager utility thru the browser but am unable to 
access the admin utility. When i try to goto 
http://localhost:8080/admin it says  - Access to the specified resource 
() has been forbidden.

am i missing something ?
