[I] Refactor DevMojoIT test inside kogito-runtimes [incubator-kie-issues]

   DevMojoIT test has been implemented to verify that, on source change, the quarkus:dev mode actually execute the hot:reload.
   The test is basically a copy and paste of  https://github.com/quarkusio/quarkus/blob/c8919cfb8abbc3df49dd1febd74b998417b0367e/integration-tests/maven/src/test/java/io/quarkus/maven/it/DevMojoIT.java.
   Anyway, while working at https://github.com/apache/incubator-kie-issues/issues/1891, it proved to be "flaky", showing inconsistent and unpredictable failures.
   Scope of this ticket is to:
   1. assess if this test is actually needed, since it verify the behavior of the framework, that should be already been tested in the framework itself
   2. refactor it to be more "standard", identify reasons for flakyness, and remove them
