[Hyper-V] No default cent os template available for Hyper-V

For all the existing hyeprvisors(e.g.xen,kvm,vmware) we have a corresponding default cent os template entry in vm_template. Also these default templates would get downloaded to secondary storage as and when the SSVM is up. This is not happening with Hyper-v.

No default cent-os template entry is found in the vm_template table.
