JDK 11: First Release Candidate available

Hi Dominik,

Hi,

We have finished the first round of testing JDK 11 successfully with
ea-build 28, see https://builds.apache.org/view/P/view/POI/job/POI-DSL-1.11/,
we found https://bugs.openjdk.java.net/browse/JDK-8209682 with ea-build 26
which was quickly fixed and looks good with ea-28 now.

So you can change Apache POI on JDK 11 to a green star on
https://wiki.openjdk.java.net/display/quality/Quality+Outreach based on our
automated test-suite.
