   FYI, @huaxiangsun pointed out to me that we should implement some solution that considers both region replicas and split meta.
   
   For the former, I think a syntax that accepts a replica_id is necessary. I don't know if our shell has an example of such a syntax.
   
   For the latter, I think it's reasonable for this feature to simply not be supported with that feature enabled.
