Structs, Maverick & Expresso are web application frameworks.

Velocity is not.

Velocity is, essentially, a templating language that can be used by web
application frameworks - although there is a simple servlet that can be
used.

So, you really can't compare Velocity with any of the above.

In terms of "support", a fair old few frameworks use Velocity - see the
"powered by" page at http://jakarta.apache.org/velocity/powered.html

This possibily one of the best mailing-lists I have ever been on for
support; a high signal-to-noise ratio, fairly busy-but-not-ridiculously-so,
with a very responsive head-honcho in Geir Magnussen - who will, no doubt,
have replied by the time I have finished this email.
