Attaching a patch which allows using port in the URL in case of SSPI protocol (tested with cvsnt).
I've noticed that be default a java client is used (it doesn't support sppi), so even now -Dmaven.scm.provider.cvs.implementation=cvs_native should be used in order sppi to work at all.
