When using postgres, datetimes are returned down to the microsecond, and breaks the datetime parsing in {{TaskInstanceModelView.set_task_instance_state}} at https://github.com/mjumbewu/incubator-airflow/blob/55985ef/airflow/www/views.py#L2252
