The method is used to remove `ReplicationBytesInPerSec` and `ReassignmentBytesInPerSec` from specific topic. However, since both `ReplicationBytesInPerSec` and `ReassignmentBytesInPerSec` apply across all topics, their removal from a specific topic is always a no-op.
