[I] [Studio][Performance] Page alert silences and query active candidates in SQL [rocketmq-dashboard]
Aias00 opened a new issue, #2664:

## Problem
The alert silence inventory returns every row, and every notification enqueue/delivery calls `repository.findAll()` before matching time, domain, rule, instance and labels in memory.
Expired silence rows are never excluded by the repository query, so the cost grows with historical inventory and is paid on the notification hot path.

## Expected behavior
- Provide a bounded paginated silence inventory.
- Query active candidates in SQL using the existing time/scope indexes before label matching.
- Preserve wildcard domain/rule/instance semantics and overlapping-window behavior.
- Cover expired, future, scoped and label-specific silences.
