To solve this problem, [actions/cache](https://github.com/marketplace/actions/cache) should be upgraded to v3 as what has been done for [lint_and_test_cpp.yaml](https://github.com/apache/incubator-pegasus/blob/master/.github/workflows/lint_and_test_cpp.yaml).
