Conformance tests build.bat

I've just built the conformance tests for the first time.  I just wanted
to let you know that most of my paths have spaces in the path name
(d:\Program Files\...) so I adjusted build.bat by inserting double
quotes in appropriate places.

Once that adjustment was made, the build went very smoothly.  You've
done a great job.  Can't want to run the tests.  This is very exciting.
