*Motivation*
A leaseholder might not match to requirements to leaseholder after some time. In RAFT replication group, it is possible when the leaseholder downgraded to follower or the group lost consensus.
*Definition of Done*
Implement a message by which placement driver would stop prolong a lease for current leaseholder.
