[betwixt] 1.0-alpha-1 release plan update

martin has now committed a fix for the issue reported recently by Emmanuel 
Venisse. i propose to freeze the release branch code and create a release 
candidate and use it to test that maven, commons-sql and scarab work with 
this version.

if anyone has any other code that they think really needs to go into the 
release, please speak up now.
