Unavailable package-list prevents deploy & release

If a package-list in a configured link is not available, you can no longer deploy anything and therefore make a release. Running maven in offline mode prevents deployment. Running maven in online mode will stop because of the missing package-list (as currently true for all Codehaus packages), when you attach the javadoc-jar to the deployment. Maven 1 did report the problem with the unavailable server, but did continue.
