jdk131 messageLocale.sql failure...to load test territory...with jars only

Hi,

I'm stomped by a failure with locales loading as is in the test
i18n/messageLocale.sql - with jdk131 (both the one from Sun & the one
from ibm) with jars. Works ok with the exact same setup with jdk141.

Does anyone have any idea what could cause this failure?
Is the jdk131 behavior maybe correct for that jvm version?

Details:
The problem section in the tests loads a test locale/territory
(qq_PP_testOnly - which comes from the files
m*_qq_PP_testOnly.properties (compiled from
java/engine/org/apache/derby/loc/messages_qq_PP_testOnly.properties)).
There are only 3 messages in this locale, and the test tests that for
all other messages, the default in the database (in this case, German)
is picked up.

The m*_qq_PP_testOnly.properties files are included in the
derbyTesting.jar, and with jdk141 it finds it fine. When running with
just classes with jdk131 the test also passes, i.e. the properties are
loaded fine.

But using jars, with jdk131 (and ibm131) the error returned is the
german one, indicating the messages for the test locale do not get
loaded...???

Any input is welcome...
