Error Starting Apache when trying to load any module

Full_Name: Prachait Saxena
Version: 1.3.24 or 1.3.23
OS: Win98

When trying to start apache (1.3.24) with the mod_ssl module being loaded
the
following error occurs:

C:\Apache>apache
Syntax error on line 195 of c:/apache/conf/httpd.conf:
Cannot load c:/apache/modules/mod_ssl.so into server:
(31) A device attached to the system is not functioning:
Note the errors or messages above, and press the <ESC> key to exit.
0....

This is now only with ssl but also while loading any other module like
ApacheModuleSSL.dll, mod_cgi.so as so on.
Any ideas on how to remedy the situation would be greatly appreciated

Prachait Saxena
