Found where this code was initially added: https://github.com/apache/cordova-android/commit/21a34a8980d0b65d03828cf720d1f640c99db7e1#diff-f0fbc2da5463e5a0ada4128307a33c33R237 - 2011! So this is a really old part of `cordova-android`. Later when the splashscreen plugin was extracted from it, this code came with it.
