[PR] [FLINK-40760][Build] Add AI disclosure to the PR template [flink-connector-pulsar]

## Purpose of the change
The Pulsar connector PR template lacks the AI-disclosure section described in the Flink contribution guide. Append the current Flink disclosure section while preserving the existing template content.
Addresses [FLINK-40760](https://issues.apache.org/jira/browse/FLINK-40760), part of [FLINK-40749](https://issues.apache.org/jira/browse/FLINK-40749).
## Brief change log
- Append the AI-disclosure checkbox and visible Generated-by tool/version placeholder.
- Link the Flink contribution guide instead of an absent AGENTS.md.
## Verifying this change
Verified that the original template is preserved byte-for-byte and only 21 lines are added. Checked the complete one-file diff, whitespace, and HTML comment boundaries; the AI checkbox and Generated-by placeholder remain visible outside comments. No Maven build or Java tests were run for this Markdown-only change.
