    Resolution: Not A Problem

After more testing, this is not an Objective-C issue but a viewport meta tag issue.

To repro this bug, you should have a viewport meta tag like this:

<meta name="viewport" content="user-scalable=no, initial-scale=1, maximum-scale=1, minimum-scale=1, width=device-width, height=device-height, target-densitydpi=device-dpi" />

Note the relevant part here is "height=device-height" which causes this bug.

Fix is to remove "height=device-height" from the viewport meta tag:
