ECS Removal

Hi,

ECS has been completely removed from the core, but there are 4
utility classes that are still using ECS.

Could someone please convert these to use Strings instead? I would
like to toss ECS completely. Velocity #macros or taglibs should be used
for these things. I can actually test for the presence of ECS and compile
the 4 classes if ECS is present but could someone take a look at
the ecs.removal file in the 'notes' directory and attempt to remove
ECS from these classes.
