[VOTE] Release James 2.3.2

i've uploaded an FC to http://people.apache.org/~rdonkin/james/

please review, test and then vote. all are encouraged to express their
opinions but only PMC votes are binding on apache.

note that i am transitioning my old DSA key to a longer RSA key(see
http://www.jroller.com/robertburrelldonkin/entry/release_distribution_renewing_the_web).
http://people.apache.org/~rdonkin/TRANSITION.asc is my transition
statement. this release is signed with the new key.
