[PR] [core] Restrict level 0 skip to full reads on deletion vector tables [paimon]
ArnavBalyan opened a new pull request, #8712:

### Purpose
- Incremental queries on deletion vector tables silently cause data loss (return 0 rows).
- This is because level 0 is dropped as an optimization for DV table scan, but incremental deltas are always level 0.
- Causing silent data loss of incremental queries on DV tables
- Ensure filter is not enabled for incremental queries.
