more cookie fun

https://issues.apache.org/bugzilla/show_bug.cgi?id=45272

turns out that IE doesn't like
Path="/"

but it does like
Path=/

so, IE, doesn't really do RFC-2109,

I would suggest quoting Path based on tspecials2 minus the "/"

thoughts?

it likes
Path=/myapp
but not
Path="/myapp"

essentially, it doesn't want the value quoted
