ra_serf crashes for URLs without path part

Hi Justin,

I found that Subversion with ra_serf crashes when accessing root URLs. I meant:
$ svn ls http://svn.server/

This is because apr_uri_parse sets uri.path to NULL, when parsing such
URLs. I'm volunteer to fix it, but I'm not sure where we should
convert NULL to '/'. Is it should be done in serf
(serf_bucket_request_create) or in ra_serf just after we parsed URL?
Or maybe in some other place?
