[RELEASE][NOTICE] Apache CouchDB 1.3.1 release

Dear community,

The Apache CouchDB 1.3.1 release is ready to go. (Pending the release
notes. Please see my other email and comment ASAP if you have anything to
add.)

I plan to make the announcement at:

    2013-06-27 20:00 UTC

I will use these release notes:

   http://www.apache.org/dist/couchdb/notes/1.3.1/

(Please review now and comment. If you have any additions to make, or
descriptions to add, please just reply via email and I will take care of
it.)
