Currently the "expunge" operation under the "lifecycle" tab of the web-console brings up a modal dialog entitled "Unmange an entity and (optionally) clean up resources, such as releasing a VM". This has a checkbox for "Release resources".

User feedback is that the behaviour of "expunge" is surprising. Having such different behaviour when "release resources" is ticked or unticked means that it deserved two different operations.

Suggest that we therefore have two top-level operations in the lifecycle tab. The modal dialog would just turn into a confirmation dialog.
