Make a top level project for the addons, allowing the ones we want to release together to be released using the common release approaches used for 2.3.1.   Try combining the -distr capability into the same pom (that is, don't have a separate addons-distr project), per the suggestion in UIMA-1967.

yes, I'm planning on that :-)  I'm about to commit a bunch of changes that will add the uima-addons (top level + builds the binary distr too) and a uima-addons-parent pom (just holds overrides to the global parent until new versions of that are released).
