New Release of Xerces.pm

Hey All,

For those of you not interested in dealing with CVS, I've placed a
release of the current CVS code available at:

http://xml.apache.org/dist/xerces-p/Xerces-1.3.1.tar.gz 

It contains a pre-generated Xerces.pm and Xerces.C so you will *not*
need SWIG in order to compile this.
