Please upgrade to Struts 1.1 Final
You'll need to make slight
changes in your action code to use
this version. See the stuts-upload example.
Also me sure to update your application with
--all-- the files from the distribution, not just
the struts.jar.
Use the struts-upload example in 1.1 Final
to verify it behaves correctly,
before filing a bug report.
If there is still a problem then reopen this bug report
and update the version to 'Struts 1.1 Final'.
