Jetspeed layout management

hey Everybody,
 i am using jetspeed v1.3a1 , i am finding it difficult to change the
title-bar color(Skin) and also i was wondering if there is some way of
managing the layout .
everytime i go to the CUSTOMIZE page and add new contents , the application
changes the layout and i seem to have no control over it .
i was wondering if anyone has done this before and could help me with that .
