https://quay.io/organization/pypa now has manylinux2014 wheels on it

I've been experimenting with it and have made https://dl.bintray.com/nealrichardson/pyarrow-dev/pyarrow-0.15.1.dev427+ga309da790.d20191206-cp37-cp37m-linux_x86_64.whl
