We have a use case, where the client need to know the state of localization resources, With the design of [Continuous-resource-localization | https://issues.apache.org/jira/secure/attachment/12825041/Continuous-resource-localization.pdf] , we choose to include it as part of
ContainerStatus.
Proposal:
When using the getContainerStatus, we can check the state by pendingResources,resourcesFailedToBeLocalized in ResourceSet.
