errors while loading validation.xml and validator-rules.xml

Hi,
Can anyone give me more details on following errors?

org.apache.struts.validator.ValidatorPlugIn  Loading validation rules file
from '/WEB-INF/validator-rules.xml'
org.apache.struts.validator.ValidatorPlugIn  Operation timed out: connect
org.apache.struts.validator.ValidatorPlugIn  TRAS0014I: The following
exception was logged java.net.ConnectException: Operation timed out: connect
	at java.net.PlainSocketImpl.socketConnect(Native Method)
	at java.net.PlainSocketImpl.doConnect(PlainSocketImpl.java:345)
	at
java.net.PlainSocketImpl.connectToAddress(PlainSocketImpl.java:157)
	at java.net.PlainSocketImpl.connect(PlainSocketImpl.java:144)
	at java.net.Socket.<init>(Socket.java:294)
 	.................................

 I get the same error while loading validation.xml file.
