[lucy-dev] Welcome Kurt Starsinic as Lucy committer

On behalf of the Apache Lucy PMC, I'm pleased to welcome Kurt Starsinic as a
new Lucy committer.

We've been fortunate to have Kurt as a regular at the weekly meetings of the
Lucy Book Club[1].  Here's to hoping he becomes a regular on the commits list!
