DockerHub builds

As proposed in

I filed https://jira.apache.org/jira/browse/INFRA-18887 to setup automated
dockerhub builds for our docker image based on our release tags.

This had been requested in
https://github.com/apache/incubator-druid/issues/8103.

Please note that those image are not be considered an official Apache
distribution channel, and thus should only be considered convenience
binaries.

Docker builds would only show up for newly pushed release tags, I don't
think we've pushed any release tags since this was setup.
We'll have to wait for a 0.16 tag to get a functional docker image,
previous docker images would not be usable.

I’m not sure what’s wrong, but the docker hub images aren’t getting the version tags:
https://hub.docker.com/r/apache/incubator-druid/tags <https://hub.docker.com/r/apache/incubator-druid/tags>

Even though https://jira.apache.org/jira/browse/INFRA-18887 <https://jira.apache.org/jira/browse/INFRA-18887> describes the config to set the image tag.
