0.21 still good to roll

Michael, just FYI, I think it's still fine to roll 0.21.  Our recent
repository problems look to be due to Berkeley configuration or
something (that was the variable we changed first, and the problems
started right afterwards).

I think you can just use current HEAD, there don't seem to be any
dangerous commits made recently.  But do check for yourself, in case
I missed anything... :-)
