   ### Issue description
   When running `make test`, each test file with head of 
   ```
   BEGIN {
       if ($ENV{TEST_NGINX_CHECK_LEAK}) {
           $SkipReason = "unavailable for the hup tests";
   
       } else {
           $ENV{TEST_NGINX_USE_HUP} = 1;
           undef $ENV{TEST_NGINX_USE_STAP};
       }
   }
   ```
   would hang up and show
   ```
   TEST 2: wrong type of integer - waiting 0.675 sec for nginx to reload the configuration
   TEST 2: wrong type of integer - waiting 0.825 sec for nginx to reload the configuration
   TEST 2: wrong type of integer - waiting 0.99 sec for nginx to reload the configuration
   TEST 2: wrong type of integer - waiting 1 sec for nginx to reload the configuration
   TEST 2: wrong type of integer - waiting 1 sec for nginx to reload the configuration
   TEST 2: wrong type of integer - waiting 1 sec for nginx to reload the configuration
   ```
   
   It shows there is something wrong when nginx server reloading its configurations without a full restart, but how could I know which place could cause this issue?
   
   Also, I wondered for what kind of test files do we need to test if it could work fine without full restart? I failed to find clues on this problem.
   
   ### Environment
   
   * apisix version: master
   * OS: Ubuntu on Windows (WSL2)

   It's fine, you can just ignore the warning message "waiting 1 sec for nginx to reload the configuration" .

   Which specific use case do you have a problem with?

   Thank you @membphis for your reply!
   
   But the thing is the whole test process would hang up there, keep printing "waiting 1 sec" and refuse to continue. Is there any method to prevent it printing this kind of warning, besides removing the TEST_NGINX_USE_HUP part?
